Construction and Infrastructure Working Group

The Construction and Infrastructure Working Group of AHK Azerbaijan was established in cooperation with the AHK member company Grata International, Azerbaijan. The working group began its activities on 15 February 2022.

The main aim of the activities of Construction and Infrastructure Working Group is to address the key challenges of the construction and infrastructure industry, including sustainability, human capital, health, safety and security practices, legislative framework as well as to enhance the exchange of knowledge and expertise, to hold informational events on key topics in the field and to strengthen communication with relevant government agencies.

24.10.2023: Meeting of the Construction and Infrastructure Working Group

On 24 October 2023, the next meeting of the AHK Azerbaijan's Construction and Infrastructure Working Group took place at AHK Azerbaijan office with the participation of more than 20 participants. The meeting revolved around the topic of roundable discussion on proposals and recommendations to normative documents and legal acts and standars.
 
Opening the meeting, Tobias Baumann, Executive Director of AHK Azerbaijan, welcomed the participants, and introduced Mr Nariman Topchibashev as the new Vice Chairperson of the Construction and Infrastructure Working Group. Then he gave the floor to Ms Ummi Jalilova, Chairperson of the Construction and Infrastructure Working Group and Grata Azerbaijan's Managing Partner and Director of Baku office, and Mr Nariman Topchibashev, Vice Chairperson of the Construction and Infrastructure Working Group and Chief Executive Officer of PMD Projects LLC also welcomed the participants and introduced the agenda of the meeting, and gave brief information about upcoming activities of the working group.
 
The participants summarised issues before forwarding them to the State Agency for Control over Construction Safety and the State Committee on Urban Planning and Architecture for their review. During the event, proposals and recommendations were received from member companies and at the end of the meeting, the participants discussed key issues and topics within the Q&A session. More

03.05.2023: Meeting of the Construction and Infrastructure Working Group

On 3 May 2023, the next meeting of the AHK Azerbaijan Construction and Infrastructure Working Group took place with the Baku General Directorate on Architecture and Urban Planning under the State Committee on Urban Planning and Architecture. The meeting was attended by around 40 company representatives, and discussions were held regarding the reforms carried out in the field of urban planning and construction in the country in the context of strengthening the public-private dialogue.

Opening the meeting, the Chairperson of the Construction and Infrastructure Working Group, Ms Ummi Jalilova, welcomed the participants, introduced the agenda of the meeting and further stressed the importance of this particular topic in strengthening the public-private sector dialogue in the urban planning and construction area.

Joining the meeting as a guest speaker, the Acting Head of the Baku General Directorate on Architecture and Urban Planning, Mr Riad Gasimov, welcomed the event participants with his opening speech and gave brief information about the activities of the General Directorate.

Later, the representative of the General Directorate, Ms Elnaz Sultanova, gave a presentation on the topic of "Baku Urban Planning Experience: Reform Agenda". During the presentation, overall, the main directions and goals of the State Committee on Urban Planning and Architecture and the General Directorate and key issues, such as important reforms carried out in the fields of urban planning, architecture and construction, obtaining construction and operation permits, the functionality of the "e-tikinti.gov.az" portal, the facade passport of buildings and facilities, and the strategy for the transition to Building Information Modeling (BIM) were touched upon.

06.04.2023: Meeting of the Construction and Infrastructure Working Group

06 April 2023, the next meeting of the AHK Azerbaijan Construction and Infrastructure Working Group took place with the participation of around 40 participants. The meeting was focused on the local construction safety control measures.

Opening the meeting, Ms Ummi Jalilova welcomed the participants, introduced the agenda of the meeting and further stressed the importance of this particular topic with regard to disaster prevention and preparedness. We were joined by Mr Elkhan Asadov, Deputy Chief of the State Agency for Control over Construction Safety, who delivered his speech on the topic, touching upon several key aspects, such as activities of the Agency in ensuring compliance with safety requirements, legislative framework and technical specifications and standards, the role of consultancy firms and implementation of new technological advancements in local construction and utilisation of abandoned buildings.

25.10.2022: Business Trip to the Karabakh Economic Region

On 25 October 2022, the Business Trip to the Karabakh Economic Region took place with the participation of around 50 company representatives. The trip was held within the framework of the AHK Azerbaijan Construction and Infrastructure Working Group.

During the business trip, participants had the chance to get acquainted with ongoing construction works in the towns of Fuzuli and Shusha and took part in several business meetings. Notably, we had the opportunity to meet with the representatives of Azvirt LLC, one of our member companies, in their local operations centre in Fuzuli, where they had a brief presentation on their projects in the liberated territories of Azerbaijan.

29.06.2022: Meeting of the Construction and Infrastructure Working Group

On 29 June 2022, the next meeting of the Construction and Infrastructure Working Group of AHK Azerbaijan took place with the participation of around 30 company representatives. The meeting was focused on facilitating public procurement procedures in Azerbaijan.

Opening the meeting, Tobias Baumann, Executive Board Member of AHK Azerbaijan, welcomed the participants. Ummi Jalilova, Chairperson of the Construction and Infrastructure Working Group, introduced the agenda of the meeting and gave brief information about the central theme.

Then, Ahmad Hasanov, Head of the Public Procurement Department at the State Service for Antimonopoly and Control Over Consumer Market, presented a statistical report on the activities of the State Service for 2021. In his speech, he delivered detailed information about improving the control of public procurement procedures, implementing adequate measures, and current works on the public procurement portal and the new draft law. The meeting was followed by a lively question and answers session with the participation of the member companies of AHK Azerbaijan.

At the end of the meeting, Ummi Jalilova informed participants about the appointment of Narmin Huseynzade, Head of the Business Development Department at the PMD Projects LLC, as Deputy Chairman of the Construction and Infrastructure Working Group and introduced her to the working group members. 15.02.2022: Kick-off Meeting of Construction and Infrastructure (C&I) Working Group

On 15 February 2022, the Kick-off Meeting of the newly-established - Construction and Infrastructure Working Group of AHK Azerbaijan took place with participation of more than 30 company representatives.

Opening the meeting, Tobias Baumann welcomed the participants and introduced Ummi Jalilova, Chairperson of the Construction and Infrastructure Working Group and thanked her for taking the initiative to represent the interests of the business sector. Ummi Jalilova in her speech talked about the results of the survey on the establishment of the Construction and Infrastructure Working Group and went through the crucial topics pointed out by the member companies.

The meeting continued with a session on gathering ideas from the participants which was moderated by Ummi Jalilova. During the meeting, it was agreed that the Construction and Infrastructure Working Group would focus on addressing key challenges in the construction and infrastructure industry, including sustainability, human capital, transparency and openness, procurement procedures and legislative framework.
